Job Title Vessel Manager - Job Description The Vessel Manager is responsible, as the single point of contact, for directing, monitoring and reviewing designated Subsea vessel operations, paying particular attention to vessel reliability, regulatory standards and safety. The Vessel Manager deals with all technical and operational matters and coordinates with stakeholders to set and achieve Company, Project and Vessel goals. The job function is performed within ABC Corp's established policies and procedures, and national/ international marine standards. The Vessel Manager ensures that a consistent level of marine and vessel operation and professionalism is established and maintained at all times. The Vessel Manager will report directly to the Vice President Offshore Resources and has supervisory responsibility for the Masters, Chief Engineers and Fleet Operations Associates associated with his or her assigned vessels. Vessel Management · Ensure assigned vessels are operating in compliance with Flag State and Classification Society requirements and to the recommendations of applicable guidelines, with particular focus on the requirements of the ISM Code · Meet regularly with Vessel Management Team (VMT) under his authority on their respective vessels, on or offshore, to ensure that the vessels are maintained and performance expectations are being fulfilled · Communicate with Senior Management so that above standard results can be recognized and/or addressed · Oversee the review of Regulatory, Class and Flag State surveys to ensure they are conducted in a timely manner and out of service time is minimized. Ensure that all pertinent vessel certification is maintained and up-to-date · Initiate and execute fleet initiatives to achieve set goals and improve overall efficiency of operations · Take part in audits and work with vessel crew to address audit issues in a timely manner · Ensure NS5 and related policies and procedures are implemented and supported · Ensure planned maintenance is carried out as required in accordance with the NS5 maintenance module schedule · Share operational information and propose solutions on equipment issues with Master and Chief Engineer · Ensure Master and Chief Engineer are informed of pending regulatory changes · Review performance of Vessel, Masters and Chief Engineers · Ensure all vessel records, drawings and technical manuals are kept up to date and centrally stored · Represent the Owner(s) of the vessel(s), if applicable, under specified Management Agreements Vessel Operations · Liaise with vessel to develop work list according to procedural timelines of dry-docking and ensure that the work list is incorporated in dry-docking specifications · Supervise estimates and manage major equipment upgrades, overhauls and dry-docks in accordance with company project management procedures · Monitor the execution of the Planned Maintenance Systems onboard the Vessel · Ensure commissioning plan as laid out by quality department is in place and executed prior to vessel returning to service and after major maintenance events · Maintain vessel technical management procedures and standards for providing vendor and specialist support, spares inventory, preventative maintenance program, and equipment training, and ensure its implementation · Provide support for inter-regional vessel movements Health, Safety, Environment, Security and Quality Management · Review and monitor compliance and vessel specific HSES&Q procedures and activities · Supports Vessel during major emergencies. Leads and forms part of the Emergency Response Team · Ensure adequate resources are applied to address HSES&Q related risks and take necessary action where required · Review and assist in incident analysis and accident investigations · Ensure Masters develop corrective actions to improve HSE performance and close out · Promote awareness to ensure security measures are adopted to prevent unlawful acts onboard the vessels · Address any health and safety related concerns brought forward by Master and Chief Engineer in a timely manner to ensure crew is working in an environment conducive to their success and well-being · Ensure personal factors such as stress, rest management etc. are considered during risk assessments and job planning Project Management · Provide input to CAPEX planning. Identify and communicate to Subsea Project team operational requirements which may potentially impact proposed vessel modifications, design and installation of new equipment · Coordinate with project management team to ensure that equipment and services contractually agreed upon are within and meet operational specifications and vessel limitations · Liaise with Business Development and Project Manager on operational schedules, cost and technical inputs for bids · Attend and assist as required with client interface and project planning meetings · Liaise with Business Development, Project Management, Procurement, Fleet Operations and Crewing/Human Resources as appropriate during vessel tenders to ensure capabilities of proposed vessel are within project scope and safe working parameters. Personnel Management and Development · Manage and direct Masters, Chief Engineers and Fleet Operations Associates in their duties as defined by their respective job descriptions · Provide guidance and recommendations to Crewing/Human Resources for developmental and succession planning, promotions and change-outs for personnel associated to the vessel · Hire, train, supervise, mentor and proactively manage the performance of Masters, Chief Engineers and Fleet Operations Associates, ensuring they are provided with the resources and support required to accomplish individual, vessel and company-wide goals · Ensure objective and meaningful performance appraisals are completed according to procedures and Masters and Chief Engineers complete evaluations for their crew members · Promote a positive workplace culture by encouraging the development and education of crew · Actively encourage Master and Chief Engineer and respective crews to become involved in company sponsored training, events, committees and wellness initiatives Client Relationship Management · Provide prompt, efficient and personalized service to clients to ensure their needs are continually met · Participate with business development initiatives and assist with identifying and defining innovative operational solutions to meet opportunities on bid/tender work · Assist, as needed, in marketing existing operational equipment, new equipment and services to current and potential clients · Liaise with client on any operational related issues and communicate with Business Development and Fleet Operations Manger · Support Masters in their role as front line client contact for all service provision related matters · Effectively monitor and evaluate client’s satisfaction as well as client concerns · Ensure Fleet Operations Manager, Business Development and Client is promptly informed of non-scheduled operational interruptions and act as the point of contact with the customer until the unplanned event is rectified Financial Management · Review and sign-off annual vessel operations and maintain CAPEX budgets and accompanying rationale for expenditures · Manage and maintain the OPEX budget for vessels · Establish annual vessel budget, quarterly forecasting of vessel costs, monthly expense monitoring and reporting · Review and approve budget expenditures. Report variances to ensure controls are in place and budget forecast plans are accurate and effective · Review and provide clarification of invoices as required prior to further processing and payment Travel Up to 25% Job Type Regular Date Required 2/17/2014 Job Requirements Education: · Preferred Master Mariner or First Class Motor Certificate of Competency, combined with either a Diploma in Nautical Science, Diploma of Technology in Marine Engineering, Bachelor of Maritime Studies Degree or an equivalent combination of education and experience · Experience in the Offshore Oil & Gas, Subsea and/or Marine industry Experience: · Minimum five (5) years experience working in a similar operational or technical leadership role · Ten (10) years experience working in the Marine Offshore Sector on a Vessel as a Senior Officer or Engineer · Previous experience and success working with Classification Societies and other relevant regulatory bodies Qualification: · Proven ability to develop and introduce efficient and cost effective means of technical vessel management · Superior leadership, coaching, mentoring and people management skills · Excellent oral and written communication skills with the ability to build strong interpersonal relationships with both internal and external stakeholders · Excellent negotiation, conflict resolution and problem solving abilities · Superior organizational, planning and project management skills with the ability to multi-task and respond to shifting priorities · Excellent coping skills and ability to work well under pressure to meet deadlines · Demonstrated collaborative team player, with the ability to work with considerable independence and initiative · Proven ability to exercise sound judgment, tact and discretion when making decisions · Excellent computer skills with proficiency in word processing, spreadsheet, and database systems (NS5)
