Description:
The Drilling Materials Supervisor is responsible for establishing, maintaining and supervising the Gulf of Mexico Drilling, Production, and Project Materials Planning and Inventory functions in a safe, efficient, and free from environmental impact in accordance with the facility Business Plan, Management System and applicable legislation. This is to be achieved by using and adhering to established Petroleum processes and procedures in meeting the Gulf of Mexico Drilling, Production, and Project team’s objectives. This position will supervise company and contract Inventory Planners, Warehouse and Administration, Materials Coordinators and Inventory Specialists. KEY DELIVERABLES The delivery of performance is achieved through: HSEC • Ensure all HSEC and facility-related risks are identified and mitigated in a timely and efficient manner; promote a risk-based approach to operations and maintenance • Support and lead facility HSEC meetings as required • Audit work practices and conformance to Management Systems. • Manage the Hazardous Materials Register and Materials Safety Data Sheets per HSEC Plan • Ensure the safety of personnel and integrity of facilities at all times; engage in training exercises for Simultaneous Operations and Emergency Response Drilling • Maintaining sufficient drilling equipment to facilitate the timely drilling and completion of GOM wells in order to safely avoid drilling operation disruption. • Ensuring the accurate and quality cataloguing of drilling equipment in accordance with Global Supply & Logistics cataloguing procedures, providing efficient identification of unique items. • Accurately, timely and efficiently maintain all drilling inventory within the SAP Materials Management Module. • Coordinate monthly inventory meeting with Finance and Drilling to review current stock levels, order replenishment, and disposals • Liaises directly with the Drilling Team and Shorebase personnel to ensure on-time delivery of all materials and personnel required. Production • Maintaining materials and spares to facilitate the timely commissioning, maintenance and operability of production equipment and utility systems in order to minimize production equipment downtime • Control the inventory of materials and spares to minimize costs associated with surpluses, expediting, expired goods, damaged equipment, etc. • Liaises directly with the Production Team and Shorebase personnel to ensure on-time delivery of all materials and personnel required. Projects • Maintaining materials and spares to facilitate the timely commissioning, maintenance and operability of production equipment and utility systems in order to minimize production equipment downtime • Control the inventory of materials and spares to minimize costs associated with surpluses, expediting, expired goods, damaged equipment, etc. • Liaises directly with the Project team and Shorebase personnel to ensure on-time delivery of all materials and personnel required. Cost Management • Control the inventory of drilling equipment to minimize costs associated with surpluses, unnecessary items, expired goods, damaged equipment, etc. • Mentor Houston Petroleum personnel on good stewardship of equipment/materials. Growth • Training Worldwide Drilling personnel to ensure they contribute accurate information so as to maintain the integrity of the purchasing and materials management system. • Develop a working knowledge and good relationship with all Asset, Operations and Project Teams. ROLES & RESPONSIBILITIES • Establish procedures for receipt of all drilling equipment/materials ensuring all required documentation is received, recorded and retained. • Managing materials management process to ensure the proper, accurate and timely cataloguing of all equipment as per the Global Supply & Logistics processes and procedures. • Review all GSAP requisitions, and Material Request forms (MRF’s), ensuring that full and accurate specification detail is provided for all items in generating load lists and shipping manifests. • Assemble information and prepare status reports for all drilling equipment/supplies ordered. • Reviewing planned and non-planned work activities to ensure timely delivery and availability of materials and equipment to meet the work utilization requirements inclusive of contingency planning capabilities. • Participating in planning meetings with the Drilling Management Team, contributing information on inventory, materials and support logistics services. • Ensure the timely movement of all equipment within the SAP Materials Management Module (material transfers, goods receipts, documentation for Journal Voucher movements, etc.) • Ensure the timely equipment/material reconciliation of all wells drilled, completed or worked over. • Participating in the evaluation, selection and management of suppliers and contractors. • Performing emergency response activities in accordance with the WWD ERP. • Participating in HSEC meetings, toolbox meetings, JSAs, local audits and emergency exercises as required by Company standards and procedures. • Preparing and submitting required/requested inventory and supply management activity and metric reports. • Maintaining costs within agreed budgets for areas of responsibility. • Ensures all activities fully comply with company, HSEC policies, procedures and standards. • Utilize SAP to effectively manage GOM Drilling Inventory and stock movements. • Provide full logistical advice and support in support of WWD operations. • Monitor and forecast exploration requirements to support drilling programs providing estimates on current lead times for equipment and materials for planning and scheduling purposes. • Ensure that drilling performance is not impacted by non / late delivery of rig equipment. • Co-ordination of all equipment movements with the WWD team, Houston Petroleum Supply, Supply Base Dispatchers, Supply Base Materials Coordinators and Offshore Rig Clerks. • Monitor supplier overall performance through preventative expediting, to ensure delivery meets required dates, whilst ensuring quality assurance is maintained by inspection and supplier complying with specification. • Organize and control transportation by air, sea or road of all materials including heavy lift and oversized from supplier’s ex-works location to staging site(s) and fabrication locations, this includes materials being supplied from overseas. • Work with the relevant S&L Groups to maximize the use and application of BHPB commodity contracts and to develop and maintain Company Group synergies to ensure full cost benefits are obtainable. AUTHORITY & WORKING RELATIONSHIP Authority • Exercises financial authority in accordance with delegation. • Approves all requests in accordance with budgetary authority. Working Relationship • This position reports directly to the Materials and Logistics Manager, GOM and functionally to the Global Materials and Logistics Manager. This position also works with:  Suppliers and contractors;  Regional Supply, Materials & Logistics Support Personnel  Shorebase Team Leader  Drilling Superintendents  Drilling/Production/Project Engineers  Production ????  Facilities ?????  Project ????  Rig Clerks  Shorebase Support Personnel  Drilling Rig Supervisors  QA/QC Managers/Advisors  Regional HSEC Advisors and Leaders  Supply Management Systems Administrators  Key focal point and contact between the WWD Team and Houston S&L Team. The role requires significant interface with Drilling Superintendents, Drilling Engineers, Shorebase, Rig Personnel, QA/QC Coordinators and QA/QC Field inspectors. EXPERIENCE & QUALIFICATIONS • Bachelors Degree in a relevant discipline required. • Ten years experience in supply and materials management encompassing purchasing, logistics, materials control, and warehousing in support of Offshore Drilling/Production Operations. • A total commitment and uncompromising approach to health, safety and the community in operations and processes. • Excellent understanding of principles of inventory management, cataloguing and interfaces to operating and maintenance systems, preferably SAP Materials and Planned Maintenance Modules. • Broad knowledge of drilling/production operations and equipment. • Excellent computer skills and knowledge of SAP. • Strong analytical skills • Good personal, interpersonal and team building skills. • Experience in managing materials handling, storage and identification of drilling/production equipment/ materials. • Experience and understanding of the movement of dangerous goods and related regulatory requirements. • Ability to lead effectively with minimal supervision and be pro-active in achieving team and company goals. • Initiative and creativeness is required. Works with a minimum of supervision. Must be a self-starter and be able to plan and use time to maximum benefit.
